كشف الرئيس التنفيذي لتجمع حائل الصحي المهندس حاتم محمد الرشدان، ملامح التحول الذي تشهده منظومة الرعاية الصحية في المنطقة، مستندًا إلى مؤشرات تشغيلية متقدمة ومشاريع تطويرية نوعية. وأسهم هذا التحول في رفع متوسط العمر المتوقع في حائل إلى 83.5 خلال 2024م، وهو الأعلى على مستوى المملكة مقارنة بالمعدل الوطني البالغ 79.7 ..
وأوضح الرشدان، في حديثه لـ«عكاظ»، أن هذا الإنجاز جاء نتيجة تطبيق مسارات نموذج الرعاية الصحية السعودي، وتعزيز مبدأ الوقاية قبل العلاج، وتطوير الخدمات التخصصية، إلى جانب الدعم الكبير من أمير المنطقة ونائبه ووزير الصحة.
كفاءة النظام
وأكد الرشدان، أن التحوّل الصحي سيُحدث نقلة نوعية في جودة الخدمات وكفاءة النظام الصحي وسهولة الوصول للرعاية، من خلال تطبيق مفهوم الرعاية المبنية على القيمة، وتفعيل إدارة الصحة السكانية، وتحسين العوامل البيئية والاجتماعية المؤثرة على صحة السكان.
وأشار الرشدان، إلى أن تجمع حائل الصحي تجاوز متطلبات عبور البوابة الثانية للتحول إلى مؤسسات رعاية صحية مسؤولة، مما يعكس جاهزيته للعمل كمنظومة مترابطة تقدم خدماتها لجميع المستفيدين في المنطقة.
ووصف الرشدان، وصول العمر المتوقع إلى 83.5 عام بأنه ثمرة تكامل جهود القطاعات الحكومية والصحية، وتطبيق برامج الوقاية، والتحكم بالأمراض المزمنة، وتحسين جودة الخدمات وسهولة الوصول إليها.
وثمّن الدعم الكبير من أمير منطقة حائل ونائبه، والمتابعة المستمرة لمبادرات جودة الحياة والوقاية، إضافة إلى دعم وزير الصحة لخطط التحول، مما كان له أثر مباشر في تحقيق هذه النتائج.

وبيّن الرشدان، أن تدشين 37 مشروعًا صحيًا يمثل نقلة نوعية في البنية التحتية الصحية، من خلال رفع الطاقة الاستيعابية، وتوسيع الخدمات التخصصية، وتطوير التجهيزات الطبية، وتعزيز التحول الرقمي، بما ينعكس على تحسين تجربة المريض وتسريع الحصول على الخدمة.
اعتماد CAP بنسبة 99.53 %
وأشار الرشدان، إلى أن حصول مختبر مستشفى الملك سلمان التخصصي على اعتماد CAP بنسبة 99.53% يعكس التزام التجمع بأعلى معايير الجودة العالمية، ويضمن دقة الفحوصات وموثوقية التشخيص.
توسيع التخصصات وتقليل الإحالات
وكشف الرئيس التنفيذي لتجمع حائل الصحي، عن خطة متكاملة لتوسيع التخصصات الدقيقة واستقطاب الكفاءات السعودية، شملت: تطوير أكثر من 620 طبيبًا وممارسًا صحيًا عبر برامج الابتعاث، استقطاب 117 استشاريًا في تخصصات نادرة، خفض الإحالات خارج المنطقة بنسبة 21%، ارتفاع العمليات الجراحية إلى 465 عملية أسبوعيًا، زيادة مقاعد الزمالات بنسبة 450% لتتصدر حائل مناطق المملكة.
وأكد أن الوصول للخدمة في المحافظات والقرى يمثل أولوية قصوى، عبر: العيادات المتنقلة والقوافل الطبية، تعزيز الطب الاتصالي والعيادات الافتراضية، تطوير منظومة الإخلاء الجوي، مبادرات نوعية مثل قافلة وجه السعد وقافلة قلب عبد العزيز.

وأوضح أن التجمع يتابع بشكل أسبوعي مؤشرات رئيسية تشمل: تجربة المستفيد، سهولة الوصول وتوفر المواعيد، الأداء التشغيلي وأوقات الانتظار.

The CEO of the Hail Health Cluster, Engineer Hatim Mohammed Al-Rushdan, revealed the features of the transformation taking place in the healthcare system in the region, based on advanced operational indicators and quality development projects. This transformation has contributed to raising the average life expectancy in Hail to 83.5 by 2024, the highest in the Kingdom compared to the national average of 79.7.
Al-Rushdan explained in an interview with “Okaz” that this achievement is the result of applying the pathways of the Saudi healthcare model, enhancing the principle of prevention before treatment, and developing specialized services, in addition to the significant support from the Emir of the region, his deputy, and the Minister of Health.
System Efficiency
Al-Rushdan confirmed that the health transformation will bring about a qualitative leap in the quality of services, the efficiency of the health system, and ease of access to care, through the application of the value-based care concept, activating population health management, and improving environmental and social factors affecting the health of the population.
He pointed out that the Hail Health Cluster has surpassed the requirements to cross the second gateway to transform into responsible healthcare institutions, reflecting its readiness to operate as an interconnected system providing services to all beneficiaries in the region.
Al-Rushdan described the increase in life expectancy to 83.5 years as a result of the integration of efforts from governmental and health sectors, the implementation of preventive programs, chronic disease management, and improving the quality of services and ease of access to them.
He appreciated the significant support from the Emir of Hail and his deputy, along with the continuous follow-up on quality of life and prevention initiatives, in addition to the Minister of Health’s support for transformation plans, which had a direct impact on achieving these results.
A Qualitative Leap and Infrastructure
Al-Rushdan indicated that the launch of 37 health projects represents a qualitative leap in health infrastructure, by increasing capacity, expanding specialized services, developing medical equipment, and enhancing digital transformation, which reflects on improving the patient experience and speeding up access to services.
CAP Accreditation of 99.53%
He noted that the King Salman Specialized Hospital Laboratory’s accreditation by CAP at a rate of 99.53% reflects the cluster’s commitment to the highest global quality standards, ensuring the accuracy of tests and the reliability of diagnoses.
Expanding Specialties and Reducing Referrals
The CEO of the Hail Health Cluster revealed a comprehensive plan to expand precise specialties and attract Saudi talents, which included: developing more than 620 doctors and health practitioners through scholarship programs, attracting 117 consultants in rare specialties, reducing referrals outside the region by 21%, increasing surgical operations to 465 operations weekly, and increasing fellowship seats by 450% to make Hail the leading region in the Kingdom.
He confirmed that access to services in provinces and villages is a top priority, through: mobile clinics and medical caravans, enhancing telemedicine and virtual clinics, developing an air evacuation system, and quality initiatives such as the Al-Saad Caravan and the Abdulaziz Heart Caravan.
